Puppy Protection
All Things Considered, February 11, 2002 · NPR's Andrea Seabrook reports on an amendment to the farm bill that would change animal welfare laws for dogs in three ways. First, it would limit the frequency of a female dog's litters. Second, it would require some socialization of puppies with other dogs and people. And third, it would set-up a three-strikes-you're-out system for revoking breeding licenses. The so-called "Puppy-Protection Act" is aimed at breeding farms. Many of them are in Lancaster County, Pa., run by Amish and Mennonite people who say raising puppies is like raising cattle -- just another form of livestock.
