Northrop-Grumman Systems Corp., based in Bethpage, plans to invest in a $10-million expansion over the next five years. It will be eligible for significant tax breaks under the state’s Empire Zone law, which is set to expire at the end of this month, if it is declared part of the Nassau County Empire Zone by the Town of Oyster Bay.
