Mortgage loan changes

Among the federal mortgage loan changes are:

1. Fees for many services, such as application processing and appraisals, cannot be charged upfront.

2. Lenders must give borrowers loan cost estimates within three business days of the application for refinancing, second home mortgage or home equity loan. This once applied only to primary home loans.

3. Disclosures must let consumers...
