SERIES Here's the new Doctor Who. Next year's 12th generation comes in the form of Peter Capaldi -- star of this acclaimed British political satire. Writer Armando Iannucci created HBO's "Veep" after masterminding the UK's equally futile (fictional) ministry of "social affairs and citizenship." Capaldi is its government "enforcer," given to bouts of Billy Joel-lyric quoting and expletive-strewn intimidation.
EXTRAS Creator commentary with "cavalcade of participants," script-to-screen with improv process, episode featurettes, outtakes, etc.
