Sitting atop the Ritz-Carlton like a crown is 42, whose jaw-dropping, wraparound views of White Plains -- and, on a clear day, New York City -- are reminiscent of the Rainbow Room. Fresh roses and stemless wine glasses dot blindingly white tablecloths, exuding romance that doesn't hurt the more-than-occasional marriage proposals that happen here. Also, be sure to say "I do" to chef Anthony Golcalves' top-tier seafood and desserts, which, remarkably, outshine the ambiance that surrounds them.  -Chris Serico
