YONKERS - The Moreland Commission released recommendations today for changes to the regulation and operations of New York's utilities.

The commission was formed by Gov. Andrew Cuomo in response to New York utilities' response to Hurricane Sandy.

The commission recommended changing how utilities are regulated to make them more accountable. It also said that the Public Service Commission lacks teeth to make utilities more responsive in emergencies.
