Nassau County Judge Jerald Carter on Tuesday dismissed the top charges against James Ryan, 26, of Oakdale. Carter ruled that another driver, not Ryan, was responsible for the Oct. 18, 2012, crash that killed Nassau police Officer Joseph Olivieri on the Long Island Expressway.
