Store owners, celebrity promoters and reality TV producers who lure large crowds without adequate safeguards would find themselves and their businesses more easily prosecuted under statewide anti-doorbuster legislation being proposed by Nassau's top prosecutor.

"You can't create a retail riot and then turn your back," Kathleen Rice, Nassau's district attorney, said in an interview Monday.
