A Queens teenager was arrested and charged with criminal possession of a weapon early Sunday in Hempstead after he was found carrying a handgun and suffering from an apparent bullet wound, Nassau County police said.
William Carter, 18, of Far Rockaway, was injured by what appeared to be a bullet that had grazed his stomach, police said.
