McCarthy bill would ban corporal punishment in schools

Recalling her Catholic school days of being rapped on the knuckles for a grammar mistake, Rep. Carolyn McCarthy Tuesday announced her intention to ban corporal punishment nationwide at schools that receive federal funding.
