Memo outlines 'zero growth,' forgets millionaires' tax

The Cuomo administration has told state agencies to submit 2013-14 spending plans assuming “zero growth.”

In a letter to agency commissioner, Budget Director Robert Megna said any requests for new initiatives must be “offset by corresponding reductions elsewhere in your budget.” The agencies are supposed to submit plans by Oct. 16.
