In his State of the State address, Gov. Andrew M. Cuomo proposed programs called “Charge-NY,” “Innovation NY Network,” “Taste-NY” and “Recreate-NY.” He could, but probably will not, dub his privatization push for the Long Island Power Authority “Deniability-NY.” After superstorm Sandy, he had forceful motive to erase the LIPA name — a state-created entity that critics said his administration let drift even after Tropical Storm Irene in 2011.
