A fiscal watchdog group is the latest to criticize Gov. Andrew M. Cuomo's proposal to allow municipalities to lower pension-contribution rates now but pay more in the future.

The Citizens Budget Commission said, in part: "We believe this proposal would endanger the future financial viability of the pension plans."

A year ago, the CBC was praising the governor. It gave Cuomo its "Medal for High Civic Service" for a 2011-12 state budget that cut spending and eliminated a budget gap.
