Gov. David Paterson reveals his budget proposal today at the same time AG Andrew Cuomo has a big Democratic fundraiser moving to have him run for governor.

He comes off an apparent rejection last night by the Legislature for the increase he proposes in the number of charter schools, a move he says can cost $700 milllion in federal funds, setting the tone for the coming confrontation over the budget.

Not a lot of prior leaks or briefings to lawmakers this year -- or any signs of the usual deliberation. Maybe it's just the circumstances.
