The boroughs were full of bike riders on a beautiful Memorial Day. Most of them used their own two-wheelers. Many of them have been biking on city streets for years, before the bike lanes and the expansion of paths.

But it was also the first day for the long-snarled and complicated bike rental program with the Citi Bike brand on it, which will bring various triumphal pronouncements from City Hall about the biggest, the most successful, blah, blah, blah. Next winter, when an emergency vehicle is blocked by the sidewalk racks with their contents frozen into place, they’ll say something else. Maybe the next mayor will take a whole new view of the rental program after taking over Jan. 1.
