Gov. Andrew M. Cuomo was regarded as a winner for the success of Proposal 1, a casino-legalization amendment approved statewide yesterday. But he also comes out on top with the rejection of Proposal 6, raising judges' retirement age.
That outcome means no delay in scheduled vacancies on the Court of Appeals for Cuomo or the next governor to fill, including the seat of Chief Judge Jonathan Lippman, who is now 68 and is required like the others to retire at 70. Cuomo had made clear he was not supporting the measure.
