LAS VEGAS - Vice President Joe Biden won't make a surprise entrance at the Democratic debate here tonight, Sen. Harry Reid (D-Nev.) said.

 "No, Joe won't be here tonight," Reid told reporters about six hours before the 9 p.m. EDT event, which will be telecast on CNN.

  Asked if he thinks Biden should jump in, Reid said: "I am the least to advise Joe in politics. ... He doesn't need my advice."

 Reid said Democrats will have a "substantive" debate and predicted they won't attack one another -- unlike Republicans in their party's first two debates.

  He also said the GOP's internal fighting over selecting a new Speaker of the House shows it is incompetent.

  "The Republican Party is the party of incompetence," Reid said. "Look at what's going on in the Senate, what's going on in the House. We're the party of competence."
