Heartland development plan

Gerald Wolkoff stood on the steps of an old brick water tower in Brentwood, looking over a bleak expanse of fields and trees, and sketched out his vision. A 20-story office tower. A walkway canopied by old-growth oaks. Boutiques topped by apartments. Restaurants and plazas. And an artists' colony clustered around a striking brick power plant that once served the country's largest psychiatric hospital and would now become a late-night spot for food, drinks and music. --Jennifer Maloney
