A Long Beach-run day care center that was cited in 2013 by the state for eight violations, including the use of corporal punishment, has been hit with six new infractions, including the use of physical contact for discipline, possibly by the center's director.

The Magnolia Child Care Center, at 650 Magnolia Blvd., was cited for not reporting suspected incidents of child abuse, not having enough available trained staff, not providing children with competent direct supervision at times and failing to maintain proper staff ratios -- such as one adult for every four infants.

"It is an ongoing investigation, and I can't give you any more details," said Jennifer Givner, a spokeswoman for the state's Office of Children and Family Services, which has oversight of such centers.

Magnolia has operated since 2000 and has a capacity of 49 children. It cares for seven infants, nine toddlers and nine preschoolers.

Givner pointed to her office's report on the facility: http://ocfs.ny.gov/main/childcare/ccfs_template.asp.

"Written disciplinary guidelines, including acceptable methods of guiding children's behavior, must be established," the report stated.

In another violation area, the report said: "If the director of the center is the person allegedly responsible for the alleged abuse or maltreatment of the child in care, staff must report [it] . . . directly [to the state]."

Queen E. Cole, Magnolia's director, did not return calls for comment Thursday.

Long Beach spokesman Gordon Tepper said the city doesn't comment on personnel issues, but then said: "We have in place a number of safety and security measures, including around-the-clock video surveillance.

"As we await . . . any specific issues [from the state], we are working in full cooperation with both the county and state in the interest of running the best day care facility possible."

He added that the city is also conducting an internal review of the center's policies and procedures. Last year, Magnolia was cited for violating state regulations regarding appropriate discipline, maintaining supervision and protecting children.

That action came after a worker struck a child with a shoe. The unnamed staffer was fired the next day and the staff was given new training.
