  circumstances; provides for expiration of stay; authorizes Governor to
  lift stay at any time; provides that person is not civilly liable & is
  not subject to regulatory or disciplinary sanctions for taking action in
  compliance with any such stay; provides for chief judge of circuit court
  to appoint guardian ad litem.  EFFECTIVE DATE: 10/21/2003.
