Gov. Andrew M. Cuomo says he will not get involved in the impending fight over which party controls the State Senate. Insiders say even if the governor remains hands-off, his agenda next year could be shaped by the outcome.
If Democrats take over -- and right now the party leads in 33 of the 63 Senate contests, though recounts are under way -- many expect Cuomo to shift his emphasis to a "progressive" social platform that includes raising the minimum wage and decriminalizing small amounts of marijuana. He could also push campaign-finance reform.
Cuomo has backed those things before -- but he's not put his weight behind them, instead focusing on more on fiscally conservative themes. -- Yancey Roy
