Experts: NY Senate incumbents may face angry voters

For more than 20 years, the State Legislature has routinely adopted budgets late, been called "dysfunctional" by reformers and served as the backdrop for a raft of scandals.
Yet, in all that time, only a handful of incumbents have been voted out of office.
