ALBANY - New restrictions on teenage drivers and text messaging by motorists of all ages have been approved by Gov. David A. Paterson in a bid to combat deadly accidents.

The legislation boosts the amount of practice driving that teens must do with an adult before taking their road test and receiving a junior license. The current 20-hour requirement has been raised to 50, including 15 hours...
