New York's 23rd Congressional District race too close to call

ALBANY - The topsy-turvy race for New York's 23rd Congressional District, in the national spotlight due to Republican infighting, was too close to call Tuesday night.

Democrat Bill Owens was leading Conservative Doug Hoffman with 71 percent of precincts reporting at 11:15 p.m. Parts of what is now the district have been held by Republicans since the Civil War.
