State Senate begins passing bills
ALBANY - A Republican senator's walk through the back of the Senate chamber Tuesday as 31 Democrats were convening a regular session was used by them to establish a quorum and begin passing bills.
In about 40 minutes, the 31 Democrats unanimously approved 46 bills already adopted by the Assembly. Many extend local governments' authority to levy sales taxes and float bonds.
