HARARE, Zimbabwe (AP) — Zimbabwe's foreign minister on Friday sharply criticized as "a provocation of the highest order" an attempt by the U.N. torture investigator to visit Zimbabwe and investigate alleged attacks by thugs linked to the ruling party on its opponents.
