2 -- That's how many steps up New York just moved in the Tax Foundation's ranking of states in terms of overall business climate. We're no longer dead last, but 48th, ahead of New Jersey and California. That's because Albany lowered corporate taxes in the budget adopted last month. If the foundation looked just at corporate tax rates, however, the improvement would be more dramatic, from 25th to fourth, because that rate was reduced to 1968 levels.

Overall, though, there's room for improvement.
