The Broward County Property Appraiser's Office assesses the value of all real estate in the Florida county each year for purposes of setting the tax bill for each property owner. The current property appraiser is Lori Parrish, who was first elected to the countywide post in 2004. The current tax roll consists of 830,000 properties with a value of $175.9 billion. The Property Appraiser's Office determines a property's value by evaluating sales in the previous year, assessing any changes to the property that would raise or lower its value and inspecting the property. Property owners who dispute their new assessment can appeal to the county's Value Adjustment Board, which is overseen by three county commissioners and two school board members. The board appoints hearing officers to consider whether the property appraiser's decision was correct. If still dissatisfied, the property owner can then challenge the assessment in court. The Property Appraiser's Office sets the tax roll each July 1 under state law and mails notices to property owners in August detailing the new valuation. Those statements also include the potential tax bill they owe based on rates initially proposed by local governments. Final tax bills are mailed in November. The property appraiser does not set tax rates or how much a person owes, only the value of property. Property values skyrocketed in a South Florida real estate boom that spanned from 2001 to 2006. Double-digit percentage increases were posted each year, with 2006 setting a record 19 percent growth in the tax roll. The increases helped fuel a tax revolt that resulted in tax cut legislation signed by Gov. Charlie Crist and changes being proposed to the state constitution that voters will consider in January. The Property Appraiser's Office also handles breaks that residents can receive on their tax bill. Those include the homestead exemption that reduces the taxable value of the primary home of state residents by $50,000. It also includes the Save Our Homes break that caps how much that value can increase to no more than 3 percent a year. Parrish is a former county commissioner and school board member. A Democrat, she is up for re-election in 2008.
