Long time Sandy Springs resident Howard Austin likes to see the old Target lot turned into a place that can draw more crowd instead of government offices. The city of Sandy Springs, founded six years ago as a protest to Fulton County governmet excesses, is committing millions of dollars to turn carve a city center out of commercial chaos. The city purchased the old Target site for $8 million to put in a new city hall and possibly some other buildings.
