Christine Quinn proposes city library improvement plan

City Council Speaker Christine Quinn wants to make the city's libraries into "mini city halls."

The mayoral candidate announced a proposal Wednesday that would add new resources to the 206 libraries that would help New Yorkers obtain city information. Library staff would be trained to help users access information from city agencies and other community needs under the plan.

The proposal would also survey library users to see what their favorite services so the city could divert more resources.
