A witness says the female suspect was driving a white-colored car and had four young children in the car at the time of the incident.

The dog was later found wandering at Smith Point. Animal control officers picked him up and brought him to a shelter.

The woman is said to be in her 30s with straight brown hair, a small piercing on her lower lip and a tattoo of someone's name in script on her neck.
