The Oregon Transportation Investment Act III (OTIA III) State Bridge Delivery Program, managed by HDR in a joint venture with Fluor Corporation, has added two more awards to its collection of nearly 70 awards.

The Oregon Transportation Investment Act III (OTIA III) State Bridge Delivery Program, managed by HDR in a joint venture with Fluor Corporation, received two more prestigious awards, bringing to nearly 70 the number of local, state, national and international honors for the statewide bridge repair and replacement program.

The Project Management Institute, the world’s largest association for project managers, honored the OTIA III State Bridge Delivery Program as a 2015 PMI Project of the Year Award finalist. PMI named the OTIA III program a finalist because its innovative and effective program management structure produced a program that exceeded its goals, improving Oregon’s economy, mobility and environment while delivering sustainable infrastructure on time and under budget. It demonstrated that public-private partnerships can be powerful economic development engines and created a new innovative blueprint for infrastructure management.

The International Federation of Consulting Engineers, an international organization representing consulting engineering associates in 88 nations, named the OTIA III program as a top international award winner. The American Council of Engineering Companies selected the OTIA III program as one of eight past Grand Conceptor and Grand Award winners to enter FIDIC’s international awards program. The FIDIC Award of Merit given to the OTIA III program was among 19 international award winners and one of only two United States projects to receive an award.

The $2.1 billion OTIA III bridge program included nearly 90 major projects and the repair or replacement of 270 of the state’s aging highway bridges. The HDR-Fluor joint venture developed a streamlined, big-picture plan that saved the Oregon Department of Transportation more than $2 billion in costs avoided. Among the program’s many innovations was combining 14 statutes into a single set of standards to streamline the environmental permitting process, saving time and $73 million. The joint venture delivered the program on time, under budget and with 3 million safe hours worked.

“With approximately 400 team members, the joint venture of Fluor and HDR expanded the agency’s reach and vision,” said ODOT Director Matthew Garrett in a letter supporting the PMI award submittal. “Each company brought experiences and perspectives from previous infrastructure projects, and our collaborative solutions were much better for it. Not only ODOT but all Oregonians benefited from their commitment and follow-through.”

“The recognition this project has received illustrates how critical it is for DOTs to take a big picture view in developing and managing their infrastructure assets as part of a long-term program,” said HDR Transportation Director Charlie O’Reilly. “Everyone on our team is glad we’ve been able to help develop a model for accelerating delivery while maximizing the value of the investment.”
