Copiague school district

The district proposes a $115,169,633 budget for 2016-17, a 2.39 percent increase over the current $112,478,394. The tax levy would rise by 0.53 percent, from $58,566,693 to $58,875,433.

This increase is equal to the district’s tax-cap limit, so a simple majority vote will be required to approve the budget.

School taxes on the average single-family home would increase by 0.52 percent, from $6,160.96 to $6,193.28.

The proposed budget includes a 3.65 percent raise for teachers, including a 2.65 percent contractual increase and a 1 percent step increase. It includes funding for a part-time special education elementary school teacher, a part-time middle school social studies teacher and a part-time clerk typist.

Two by-seat positions are open. Incumbent Everett E. Newman III is being challenged by candidates Tim Abrams and Viscel C. Moore; incumbent Doris Fischer is running unopposed. Terms are three years.

Tim Abrams

BACKGROUND: Abrams, 41, has lived in the district for 10 years. He is a carpenter with Local 290 Carpenters union in Hauppauge. Abrams attended Amityville High School. He is a member of the Occupational Safety and Health Administration’s Greater New York Field Federal Safety Health Council, which implements safety improvements on work sites. He is a volunteer mentor for the carpenters’ union’s New York state Apprenticeship program. Abrams’ two children attend a parochial school in Seaford.

ISSUES: Abrams said he is concerned about local young people being involved in drug abuse, and if elected, he said he would want to implement programs that help young people avoid drugs. He also said he wanted district students to learn about gun safety. “You can bring a speaker to the school on gun safety and give them awareness about what could happen” with guns, he said. Abrams said that he would advocate for more workforce training in schools.

Viscel C. Moore

BACKGROUND: Moore, 45, is a time and labor management implementation specialist for Automatic Data Processing in Melville. Moore has an associate degree in business management and economics from SUNY Empire State College and is studying for a bachelor’s degree in public administration from that college. She is a trustee and a youth advocate at Bethel A.M.E. Church in Copiague, and is active in the district PTAs. Her two children attend district public schools.

ISSUES: Moore said she favors restoring a librarian position to the elementary schools. “Right now all four elementary schools share one librarian,” she said. Moore said that Spanish-language instruction should be offered for elementary students who are not in a bilingual program. “Our job is to prepare the students to compete in the global market,” she said. As a board member, she said she would urge residents to support the budget and propositions for district improvements, even if they don’t have children in school. “A good district means good property values,” she said.

Everett E. Newman III

BACKGROUND: Newman, 69, is a retired U.S. Postal Service manager who worked in Brooklyn and Queens. He has lived in the district for more than 40 years and graduated from Copiague High School. Newman is a United States Navy veteran and a member of the American Legion Post 390 in Hempstead, and is a leader in Boy Scout Troop 284 in Copiague. He is a charter member of the Copiague Knights of Columbus and has taught religious education at Our Lady of the Assumption R.C. Church in Copiague for more than 40 years. He first was elected to the school board in 1986. His two sons attended district schools.

ISSUES: Newman said his “vast experience and dedication to the children and residents” has helped the district attain objectives while maintaining “integrity and trust.” Newman said that, if re-elected, he would “assure that every child within the Copiague school district receives the highest quality education possible.” He continued: “I believe that every child should be granted the best opportunity to achieve goals in a safe, caring, healthy environment.”
