The district proposes an $8,059,754 budget for 2017-18, a 2.82 percent increase from the current $7,839,014. The tax levy would increase by 4.65 percent, from $6,842,051 to $7,160,077.

This increase is equal to the district’s tax-cap limit, so a simple majority will be required to approve the budget.

The district said taxes on an average single-family home would go from approximately $1.90 per $1,000 of assessed value to about $1.99 per $1,000 of assessed value.

The proposed budget includes an increase in teacher salaries of 1.5 percent, with variable step increases depending upon the teacher’s experience. One halftime special education teaching position has been eliminated because of a reduction in need. The budget also includes funds for adding a full-time school psychologist and two full-time teaching assistants.

Voters will be asked to approve two propositions regarding capital reserve funds for repairs. One proposition asks voters to establish a capital reserve fund to allow the district to save up to $5 million for future capital projects to the school building and grounds. It will be funded primarily through excess fund balance, without impact on the tax levy, and in the future voters will approve any work using money from the fund. Voters also will be asked to approve funding a repair reserve fund of up to $5 million through the excess fund balance. The fund will be used to repair items that are “worn, torn, broken or inoperable.” There is no impact to the tax levy for funding this reserve, he noted.


Candidates Malcolm “Jock” McLean, Edmund Moore and Kathryn Paling are seeking one at-large seat. The term is three years.

Malcolm “Jock” McLean

BACKGROUND: McLean, 71, retired three years ago from CBS in New York City. He has lived in the district all his life, splitting his time between Quogue and New York City. His grandchildren attend Quogue School. He studied history at Boston University and Southampton College. For 20 years he served as chairman of Showtime’s volunteer committee and co-chairman of Viacom’s volunteer day.

ISSUES: Maintaining the excellent education to all students within the confines of the budget is the district’s main issue, he said. He said he is impressed with the school environment and added he would apply his budgeting experience learned as vice president of sports and event programming for Showtime. His father, Malcolm McLean, was village mayor from 1966 to 1980.

Edmund Moore

BACKGROUND: Moore, 51, has lived in the district for five years. He is self-employed, managing his own investment portfolio. He earned a bachelor’s degree from Adelphi University. Moore has volunteered with the Quogue Fire Department, is a PTA member, helps with fundraising at the Quogue Wildlife Refuge, is an assistant coach with East End Little League, a member of the Town of Southampton License Review Board and secretary of the Suffolk County Firefighters’ Emerald Society. He has a child in Quogue School.

ISSUES: Moore said he wants to maintain the district’s high level of instruction and help ensure the needs of all students are met as the district works to effectively manage costs. “I want to maintain that good learning environment and be engaged and know what’s going on,” he said.

Kathryn Paling

BACKGROUND: Paling, 38, has lived in the district full-time for two years, and summered there since she was 5. A former teacher in the South Bronx, she is now a stay-at-home mom. She has a bachelor’s degree from Nichols College in Massachusetts and a master’s degree in elementary education from LIU Post. She is involved with the PTA and volunteers at Quogue School. She has one child in the school and one starting pre-K next year.

ISSUES: Paling said she is running for the board because she believes it’s good to have someone on the board with an educational background and who also has a child in the school. “I think I’ll be able to help, and by being an active member of the PTA I’ll be able to talk to teachers and parents,” she said.
