Justin Velasquez, 36, of Lorimar Street, was awaiting arraignment in First District Court in Hempstead on two counts of criminal possession of a controlled substance and two counts of criminal sale of a controlled substance.

Velasquez had 25 glassine envelopes believed to contain heroin and a plastic bag believed to contain cocaine when he was arrested about 8:10 p.m., police said. Police declined to say where the arrest took place.
