Spin Cycle: the Cuomo watch

Gov. Andrew M. Cuomo skedaddled to the Hamptons for a short vacation break. When he returns to the Capitol, watch for the administration to gear up on two of its favorite topics: education spending and pension padding.

Earlier this year, Cuomo called for a cap on school superintendents' salaries. It did not advance during this year's legislative session, but the governor hasn't given up on the idea.

Similarly, Cuomo has often talked about limiting state-worker retirement benefits, but took no specific action. As he returns to the topic, some Capitol veterans expect the governor to sharpen his focus on pension-padding abuses and so-called double dipping. If so, that would hearken back to 2010, when in his final year as attorney general Cuomo issued a report describing the padding as a widespread problem. -- Yancey Roy
