Questions are being raised about the composition of Gov. Andrew M. Cuomo's superstorm Sandy relief fund.
A new report notes that four of the Empire State Relief Fund's board members are top campaign fundraisers for Cuomo. None have disaster-relief experience.
It also notes that New York will disburse the money through a state agency, controlled by the governor. That stands in contrast to states waylaid by Hurricane Katrina in 2005; Louisiana, Mississippi and Alabama each contracted with a large nonprofit with plenty of disaster-relief experience.
