But here is a little secret for those of you scrambling through the puddles to file federal returns -- penalties for filing late federal tax returns apply only to people who owe money. If you owe, well, keep scrambling.

Carry the umbrella and give yourself extra time. It's overcast throughout Long Island, and raining in spots. This afternoon's commute will be wet, and it's expected to rain through the midnight hour. Thunderstorms are possible. Precipitation could turn to snow briefly overnight, but it's not going to accumulate.
