ILLINOIS: Spending by Blagojevich

Rod and Patti Blagojevich spent more than $400,000 on clothes including tailored suits, custom-made shirts, furs and once even topped $1,300 on ties in one day during a lavish, six-year shopping spree that ended only with his arrest, a federal agent testified Thursday in Chicago. The couple were awash in more than $200,000 in consumer debt when he was arrested in December 2008, federal agent Shari Schindler said at the former governor's corruption trial. Prosecutors were plainly suggesting that the staggering mound of debt facing the impeached Illinois governor could explain his alleged plan to get a cabinet post or high-paying labor union or foundation job in exchange for filling the U.S. Senate seat Barack Obama was leaving to become president.

CALIFORNIA: 4 petty officers charged

The Coast Guard filed criminal charges Thursday against four petty officers who were in a patrol boat that slammed into a civilian craft during a Christmas parade on San Diego Bay, killing an 8-year-old boy and injuring five others. The four face charges ranging from involuntary manslaughter to negligent homicide and dereliction of duty. The collision occurred the night of Dec. 20. Witnesses had said the 33-foot Coast Guard boat was speeding when it rammed a 26-foot Sea Ray pleasure boat. Anthony Cole DeWeese was struck in the head and died at a hospital.

ARIZONA: Cops advised on new law

Police officials warned officers not to use race or ethnicity when enforcing the state's new immigration law. In a new training video released Thursday, the officials said opponents of the law may secretly videotape officers making traffic stops, trying to ensnare them and prove that they're racially profiling Hispanics. The video is designed to teach officers how to determine when they can ask a person for proof they're in the country legally. Officers can consider that someone doesn't speak English well, is wearing several layers of clothing in a hot climate or is hanging out in an area where illegal immigrants are known to look for work, according to the video.
