NEW YORK— New York City Police Commissioner Raymond Kelly says officers should have been quicker to flag a suspicious van parked in Times Square for two days with no license plates and its windows blacked out.

The van’s owner was arrested Thursday, a day after the van’s belated discovery caused a scare that shut down part of Times Square for hours.

Police say officers and traffic agents were apparently fooled by a dashboard placard that suggested the van was tied to law enforcement.

Thirty-six-year-old owner George Freyre was arrested on charges including a felony count of altering the vehicle’s registration. His lawyer’s name and arraignment information wasn’t immediately available Friday. There was no phone number listed at his address in Palisades Park, N.J.
