Hit with claims of secrecy about a potential expansion at Aqueduct, Gov. Andrew M. Cuomo sent an open letter to legislative leaders, promising to include them in any transactions concerning the racetrack.
In a defensive-sounding dispatch, Cuomo said: "While I may have the legal authority to proceed unilaterally, I choose to only proceed in full public view and with support of the legislature in a spirit of cooperation."
Cuomo had announced he wanted to build a massive convention center at the track, only to acknowledge that one day before, he'd signed a "nonbinding" letter of intent with the Genting Group, the Malaysia-based company that operates video slots there, to do so.
