Editorial: Hagel on notice to stem assualts in military

One -- That's how many years Defense Secretary Chuck Hagel has to show substantial progress toward curbing the epidemic of sexual assaults in the U.S. military. President Barack Obama, was right to put him on the clock. If there isn't significant progress by Dec. 1, 2014, Congress should take responsibility for dealing with the crimes out of the military chain of command, a revolutionary proposal Hagel defeated this year. He won that political fight. Now he has to win the battle against sex crimes.
