Letter: Why drop charges against Kyle Howell?

I have followed the case of Nassau Police Officer Vincent LoGiudice, who has been accused of assaulting Kyle Howell during an arrest ["Lawyer: Howell told lies," News, July 16].

I find it interesting that the criminal charges against Howell were dropped by District Attorney Kathleen Rice, and instead, Howell is pursuing damages from Nassau County.

I don't understand. Is it not the function of the DA's office to represent the government in the prosecution of criminal offenses? How is it that a repeat offender had the charges against him dropped? The real truth will all come out in the end.
