The editorial board notes that Texas Gov. Rick Perry is trying to lure New York businesses to Texas, with the claim, among other things, that the tax structure is fairer there. We think Perry is overlooking some great things about New York – but we also believe that our state needs to reduce the cost and complication of doing business here.

The board is pleased that Gov. Andrew M. Cuomo has responded to pressure from private colleges downstate to extend his tax-free zone plan to include them.
And the governor will be announcing a public campaign finance plan today – we’re keeping an eye on this, but initial reports indicate it doesn’t go far enough. Any plan should soften party rule and improve ballot access to justify giving candidates taxpayer dollars.
