Questions remain over WC budget's legality

Politicians on both sides say different parts of the process were done illegally.

WHITE PLAINS - Westchester County lawmakers passed a budget for 2013 last night, and now questions are being raised about its legality from both Democrats and Republicans.

Two Democratic legislators broke ranks to vote with seven Republicans after eight other legislators left. Democratic Board Chairman Ken Jenkins (D-Yonkers) adjourned the meeting to avoid a vote hours earlier. Those who stayed behind to vote say the adjournment was illegal since a vote to adjourn the meeting was never taken. The budget was signed by County Executive Rob Astorino (R-White Plains) afterward.

"Everything we did today was by the book," said Westchester County Legislator Jim Maisano (R-New Rochelle).

However, those who walked out of the meeting say the vote doesn't count because the budget isn't due for weeks, and there was no reason it had to happen now.
