The fatal shooting of a Newburgh man early Sunday morning wasn't the first in recent memory in the same neighborhood.

Justin Doctor, 23, was shot and killed as he stood at the corner of Liberty Street and South William Street at 5 a.m., Newburgh police said in a statement.

A local business owner said the incident unfortunately wasn't unique.

"It's happened before," said Michelle Bash, who co-owns The Wherehouse tavern at the corner of Liberty and Ann streets, two blocks from the site of the shooting. "It's always sad."

In March, Newburgh police shot and killed 22-year-old Michael Lembhard after a scuffle in his home at 55 Liberty St, -- the same block where Doctor was killed. An Orange County grand jury later found that police were justified in their use of deadly force.

In September, reports said, Lashon Mosley, 44, was shot and injured outside the Terrace Tavern at the intersection of Liberty and East Parmenter, a block away from where Doctor was shot. In November 2011, a shooter opened fire and injured Donovan James, 29, outside the tavern, according to reports.

Bash said she didn't hear or see anything unusual in the area in the hours before Doctor was shot. "It happened way past our closing time," she said.

But word of the shooting traveled fast through the community Sunday.

"We heard that there was a shooting," Bash said. "They touch us because they are sad."

Despite the history of violence in the neighborhood, Bash said that since she and her husband moved to Newburgh from New York City three years ago, they haven't personally been affected. "It's not something that comes into our daily existence," she said. "The positives way outweigh the negatives here. That's what we like to focus on."

Police and the Orange County district attorney's office are investigating the incident as a homicide, Newburgh Det. Lt. Dan Cameron said in a statement. An autopsy is pending, the statement said.

Authorities didn't have further details to release on Doctor's death. Cameron didn't respond to repeated calls for comment.
