Bud Selig Tuesday afternoon announced the formation of a 14-person committee that the Commissioner said will, "will review and examine all on field issues."
Among the issues the group, which Selig named the Special Committee for On-Field Matters, will discuss in its first meeting, scheduled for just after the first of the year, are scheduling, postseason formats, the use of instant replay, pace of games and, Selig said, "all other issues deemed appropriate by the committee."
Selig stressed several times, "there will be no sacred cows."
Selig did not give a time frame for when he felt things recommended by the committee could be implemented but said, "I’m trying to move things along as expeditiously as possible."
One of the first questions Selig was asked during the conference call was whether the issues of this past October -- several blown calls and, yet again, some really, really long games -- prompted him to action.
"This is not a reaction to some of the things that happened during the playoffs," Selig said. "I'm not saying it didn't keep me moving around to this direction because it did, but I had this in mind for a long time...If there are things we can do to improve this game, that’s the goal."

"Baseball Commissioner Allan H. (Bud) Selig has formed a special committee of baseball veterans – field managers, general managers and club owners and presidents that combined have more than four hundred and fifty years of baseball experience – to review and examine all on-field related issues, the Commissioner announced today.
The 14-person Special Committee for On-Field Matters, to be chaired by the Commissioner, is comprised of the following members:
Field Managers – Tony La Russa, St. Louis Cardinals; Jim Leyland, Detroit Tigers; Mike Scioscia, Los Angeles Angels of Anaheim; and Joe Torre, Los Angeles Dodgers.
General Managers – Andy MacPhail, formerly General Manager of the Minnesota Twins and Chicago Cubs and currently President, Baseball Operations, Baltimore Orioles; Terry Ryan, formerly General Manager of the Minnesota Twins and currently Twins’ Senior Advisor to the General Manager; John Schuerholz, formerly General Manager of the Kansas City Royals and Atlanta Braves and currently Braves’ President; and Mark Shapiro, Executive Vice President and General Manager, Cleveland Indians.
Club Owners and Presidents – Chuck Armstrong, President and Chief Operating Officer, Seattle Mariners; Paul Beeston, President, Toronto Blue Jays; Bill DeWitt, Chairman of the Board and General Partner, St. Louis Cardinals; and Dave Montgomery, General Partner, President and Chief Executive Officer, Philadelphia Phillies.
Commissioner Selig also named Hall of Famer Frank Robinson and columnist and broadcaster George Will to the Committee. In addition to his Hall of Fame credentials, Robinson has been a manager and assistant general manager besides serving the Commissioner’s Office in several different capacities. Will is a lifelong baseball fan and has served on two Blue Ribbon committees for the Commissioner.
“This is an exceptional group of people who have devoted their lives to the game of baseball and its central mission which is to act in the best interest of the game,” said Commissioner Selig. “I am anxious to bring this committee together and begin our work.
“The Committee will have the opportunity to review and make recommendations on all aspects of the game on the field, from scheduling, to playoff formats, to umpiring, to pace of game, to instant replay and to whatever other issues the Committee deems appropriate. There will be no sacred cows.”
