New airline rules will compensate travelers better

Beginning in late August, airlines will be required to refund checked bag fees if they lose a passenger's luggage, and they'll pay travelers more for bumping them from a flight. The new federal regulations will also expand a ground-delay rule to prevent passengers from being stranded on the tarmac on international flights for longer than four hours. Airlines will also have to include fees and taxes -- for checking bags, changing reservations, upgrading seats and so on -- in advertised prices.
