The heroin summit in Nassau County was about to end when a Hempstead school administrator and a social worker stood to make their way out of the crowded meeting room.

"This wasn't really for us," Julius Brown, Hempstead's interim assistant superintendent, said after I caught up with him outside. "There was some interesting information, but this isn't about our community."
