Council Member Melissa Mark-Viverito introduced a resolution that would decriminalize the possession of less than 25 grams of marijuana, saying Black and Latino men are unfairly targeted for arrests.

The Council Members said cops spend $75 million a year on the practice and the money could be better spent.
